How to use the guidelines?

 

These guidelines draw from local government experiences and examples, in a range of geographical and politico-administrative contexts. They are designed to assist local government practitioners and policy- makers in managing biodiversity and are flexible to the level of resources and experience available. They should be of as much use to technically-advanced local governments wishing to hone their existing plans, as they should be to relative newcomers wishing to initiate strategic biodiversity planning. Actionable suggestions are posited to guide and inspire users, but will not be equally relevant or feasible in every local government.

Users should therefore exercise some discretion in identifying the most appropriate suggestions for meeting their respective needs. In all cases, users are encouraged to be ambitious whilst prioritizing what is realistic and achievable. Capacity, in particular, will determine what is possible but even a single individual with scarce resources can make a catalytic start. Section 1 provides a background to local biodiversity management issues and introduces the concept of a Local Biodiversity Strategy and Action Plan (LBSAP) and the rationale for developing one. Section 2 provides practical suggestions on how to begin compiling an LBSAP, from assempling a team to conducting a biodiversity assessment, and explores the concept of biodiversity mainstreaming. Section 3 identifies the standard information that an LBSAP should contain and suggests how to construct a vision, guiding principles, goals, targets and actions. It examines a number of extracts taken from existing LBSAPs of leading local governments. To further inspire the design of actions proposed in an LBSAP, section 4 outlines the various tools and approaches that can be applied at the local level to effectively manage and mainstream biodiversity. Finally, section 5 provides a short conclusion.

At the GLF Biodiversity Digital Conference, the GLF community came together and encouraged the world to harness the power of landscapes for transformative change towards radical inclusivity and sustainability.

Recognizing the potential of the landscape approach to contribute towards biodiversity targets, the GLF and the Youth in Landscapes Initiative (YIL) facilitated the co-creation of the GLF Biodiversity Policy Recommendations.

This report brings together perspectives from the GLF community as represented in the GLF Biodiversity Digital Conference sessions and inputs from partner and youth organizations. To ensure the full inclusion of an intra- and intergenerational justice perspective in the final output, the synthesis and drafting processes were co-led by GLF, YIL and delegates representing 26 youth organizations.

The youth delegates co-wrote an open letter, the report’s preamble, outlining youth’s needs from the international community in pursuing biodiversity and restoration targets for meeting the post-2020 biodiversity goals, achieving the 2030 Agenda for Sustainable Development and realizing the CBD’s 2050 Vision of “Living in Harmony with Nature”.

As the world gears up for a decade of biodiversity and restoration action, it is important to create spaces where young people can build on valuable knowledge from experts, identify the linkages between climate, biodiversity and healthy landscapes, as well as exchange ideas about best practices and action in their own landscapes.

In line with these matters, four weeks before the GLF Biodiversity Digital Conference 2020 the Youth in Landscapes Initiative (YIL), together with the Global Landscapes Forum (GLF), the Wageningen Centre for Development and Innovation (WCDI) and Youth4Nature, shaped a unique learning experience, named “Biodiversity: A Digital Journey” for students and young professionals interested in becoming leaders in biodiversity and climate action. With digital group work, networking sessions, inspirational talks, and skills-based short training, participants joined this interactive journey toward discovering more about biodiverse landscapes, climate action, biodiversity and finance, and nature-based solutions.

GLF’s Biodiversity Digital Conference couldn’t have been more timely. As countries grapple with ripples and resurgences of the zoonotic COVID-19 virus, the global community is taking stock of its failures to prevent drastic biodiversity loss, and setting a critical agenda to do better in the coming decade. The linkages between the ways we treat other species and our common home, and the health and wellbeing of human communities, become more apparent every day.

This report provides an essential overview of the conference, which centered biodiversity in global, national, regional and community-level efforts to ‘build back better’ for human, animal and ecological health.

Up to a million species are at risk of extinction in the next few decades – and that loss of biodiversity could lead to ecosystem collapse across much of the globe, with massive repercussions for human livelihoods. Yet by drastically transforming the planet’s landscapes, humans are directly contributing to biodiversity loss, pollution and climate change – along with the spread of zoonotic diseases such as COVID-19.

Acting on the urgency of global crises, some 5,000 participants tuned in from 148 countries for GLF Biodiversity: One World – One Health on 28–29 October 2020. The digital conference, hosted by the Global Landscapes Forum (GLF), brought together a wide range of key actors including scientists, practitioners, policymakers, financiers, businesses, Indigenous leaders and youth, to explore ways to ‘build back better’ from COVID-19 while simultaneously tackling the climate and biodiversity crises. Speakers called for the widespread adoption of an integrated landscape approach across the international policy, corporate, financial and grassroots arenas.
